Step 01 Open your Maya, at beginning We need a fish modeling, Maybe you can download to other site, now I build a fish modeling, remember that the modeling must facing like below image.
Step 02 At Animation, Select the Fish Modeling, goto Create Deformers > Nonlinear > Sine.
Step 03 Select the Sine Handle, set Rotate_X to 90, Rotate_Y to 90, Base on below image setting the Sine Handle and Inputs.
Step 04 After that Press Crtl+A, Open the Attributes, at the offset right click to Create New Expression.
Step 05 Open the Expression Editor, at Expression typing "sine1.offset=frame/30", than press Create.
Step 06 Finish Step01 to Step06, the fish animation is done. Select the fish modeling and the Sine Handle, Group it. Name it "Fish".
Step 07 Select the Fish Group, Scale it smaller as you like. After that create a Plan, rotate_Z to 90, Name it "Emit_Fish".
Step 08 Select the Emit_Fish Plan, change to Dynamics, goto Particles > Emit from Object Option.
Step 09 At the Emitter Options, Change To Emitter type to "Surface", press Create.
Step 10 After that select the Fish Group, goto Particles > Instancer(Replacement) option. Goto Rotato Option, AimDirection setting to "Velocity". Than play the animation, at Emit_Fish Plan will come out lot of fish swim out.
Step 11 Goto Create > Locator, to create a locator to control the fish particles.
Step 12 Want to control, so we need to select Particles1 and Locator1, goto Particles > Goal. After this step, All the fish particles will follow to Locator.
Step 13 But all the fish will same animation to follow to Locator, so we need to add Turbulence, goto Fields > Turbulence.
Step 14 At Turbulence Attribute, edit the Magnitude to 100, Attenuation to 0.
Step 15 Select Particle1, at setting edit Conserve to 8 , Goal Smoothness to 4 , Goal Weight[0] to 0.4 .
Step 16 Is Done!! select the Locator to animation it, than will come out the fishs animation. you also ca base on particles attribute to setting how much fish you want to come out.
